§ 12-29. General requirements.

  • (a)

    The use of an area for the establishment of a manufactured home park shall be determined by the city council to be a compatible use with the surrounding community consistent with the city's comprehensive plan.

    (b)

    Approved manufactured home parks shall contain at least 100 home sites fully prepared for the installation of manufactured homes.

    (c)

    Expansion of an existing manufactured home park shall provide for a minimum total of 100 fully-developed home sites.

    (d)

    The park shall be served by a central sanitary sewer and water system connected to the public sewer and water system of the city and approved by the state department of health and subject to such additional requirements as the city may impose.

    (e)

    Expansion of an existing manufactured home park shall provide for the connection of sanitary sewer and water system to the public system.

    (f)

    The water system shall include curb boxes for each manufactured home site and other buildings within the court which will require water.

    (g)

    Storm water drainage shall meet all requirements of the city's comprehensive storm water plan.

    (h)

    The proposed method of disposal of garbage, waste and trash disposal must be as approved by the city council. Garbage and rubbish shall be collected regularly and be removed at least once a week.

    (i)

    All utilities shall be underground, there shall be no overhead wires, nor shall there be any supporting poles except those essential for street lighting purposes.

    (j)

    The park grounds shall be lighted from sunset to sunrise. Maintenance procedures and grounds supervision shall be as approved by the city council.

    (k)

    Prior to the issuance of a manufactured home special use permit, the developer shall designate ten percent of the gross project area for recreational uses. The designated area shall be specifically designed, developed and maintained at applicant's expense for recreation uses. The developer of a manufactured home park shall pay a fee per lot in the amount established by resolution to the city park fund. The fee shall be paid prior to the issuance of the special use permit.

    (l)

    Dogs and other animals shall not be permitted to run at large or commit any nuisance within the park.

    (m)

    No public address or loudspeaker system shall be permitted.

    (n)

    City-approved fire hydrants shall be located no more than 300 feet from any manufactured home, service building, or other structure in the park.

    (o)

    Uniform framed utility enclosures with a minimum size of 120 square feet shall be provided by manufactured home park owner, for each manufactured home site to be located at least six feet from any unit and at least ten feet from any lot line. The area underneath the utility enclosure shall be paved.

    (p)

    All manufactured home parks must have a fenced and screened area or areas set aside for dead storage and "over-load" parking, such as boats, trailers and snowmobiles and all other equipment not stored within the manufactured home or the utility building provided. Lumber, pipe and other building materials shall be stored at least one foot above the ground and neatly maintained. The fencing shall be six feet high with a securable gate. Such area to have a minimum of 100 square feet per manufactured home unit. The entire area shall be paved with a minimum of two inches of bituminous material.

    (q)

    Park identification signs shall be limited to one sign which does not exceed 24 square feet with lighting, height and location as approved by the city council. All signs shall comply with chapter 24, article V, division 7.

    (r)

    A hedge and landscaped area of a minimum of 20 feet in width shall be installed around the perimeter of each park and be properly maintained at all times. Landscaping requirements shall be consistent with the zoning ordinances.

    (s)

    All land areas shall be landscaped in accordance with approved plans and be properly maintained, adequately drained and kept clean and free from refuse, garbage, rubbish or debris.

    (t)

    There shall be no outdoor camping anywhere in the manufactured home park.

    (u)

    Addresses shall be required for each manufactured home site consistent with the chapter 17, article III. Addresses shall be displayed on a four-foot high post on the street side of each lot.

    (v)

    Prior to the issuance of a manufactured home park special use permit, the applicant shall submit to the city a certified copy of the manufactured home park license, issued by the department of health pursuant to Minn. Stats. § 327.15. Said license and all renewals thereof shall be conspicuously displayed in the office of the manufactured home park.

    (w)

    Each manufactured home owner shall provide each manufactured home with a fire marshal-approved type and capacity extinguisher, kept in constant usable condition.

    (x)

    No pets or other animals shall be allowed to enter the buildings containing sanitary or washing facilities for the manufactured home park.
